February 10, 2020 Message from the Receiver
Candace Shepherd, the Victim Witness Specialist with the United States Attorney’s Office for the District of South Carolina (which is part of the Department of Justice), has sent several recent emails to known victims of the Scott Kohn/Future Income Payments, LLC fraudulent investment scheme. Information is being requested by Ms. Shepherd for the Government to determine the total loss to victims in this case. This information will be used by the Court during the sentencing phase of the criminal case. PLEASE UNDERSTAND THAT THE INFORMATION PROVIDED TO THE U.S. ATTORNEY’S OFFICE IS NOT BEING REQUESTED FOR THE PURPOSE OF HAVING MONEY RETURNED TO YOU.

Mr. Beattie B. Ashmore, the Receiver in this case, is not part of the United States Attorney’s Office or the Department of Justice. Mr. Ashmore was appointed by the Federal Court to recover and marshal assets of the companies and individuals associated with this case including Mr. Kohn and Future Income Payments, LLC. Mr. Ashmore, subject to Court approval, will be the one to make any distributions to qualified victims. This will be a separate process from the email you received from Ms. Shepherd. If a distribution is possible, the Receiver’s office will send victims a proof of claim form that will need to be completed. That form will ask similar questions about loss, but the information will be used for a different purpose.
